A Few QOL Changes

Still working on a bigger update with progression, but in the meantime here's a few small changes. 

You can now hover over perk items on the ground (eg. from chests) to see the tooltip.

If you didn't know, you can also hover over perk icons in chat to see tooltips, and type the name of a perk in chat to display the icon.
