Neck and Face Tattoo skin

They are going to change how they work. We want Devil Wings that you can place  on the back.

Once they're re-implemented to be like this, they will add Devil Wings to store as a limited item. I hope :'(  

And why not leave those two skins as something unique? I refer to your words, Garry: “We are creating a long-term viable economy where rare and hard-to-get items have more value” and “There has to be scarcity to create value. There has to be value to encourage purchases.” Why not just create new tattoos? 

Yeh, it feels like a roulette wheel which skins will be for ever and which ones wont be. Cuz they where sames as hard hat for a limited time. 
It would be interesting to have community skins for ever, because people vote for them and it would feel like they are creating the game too with their actions. And the official ones would be timed exclusives to feed the fomo needs. 

I don't see anything wrong with this, after all, he said at least 5 times that he would re-release these tattoo skins  . It was your own choice to invest in a skin that was previously mentioned to be re-released if you bought them lately.   It would be better if you think about the community in general rather than personal interests. 

Other than that, there is no room for confusion; we can now see which skin will be sold for a limited time or will be permanent in the in-game shop.
