how do i scale textuers

i seem to only be able to scale textures in the hammer editor but not the scene editor. is there a way to do it because i have lava you can swim in and i don't know if i can make it water in the hammer editor. Also can I drag cubes and objects one way like in the scene editor like the hammer editor? it seems to scale the other side too.

Press 3 (or go in face edit mode) and select the face, then you have face edit options such as scaling textures
